Hey, Good to see your query about Paris. I totally understand your problem of finding out the best times to visit the many places in Paris. Most of the attractions have their won unique charm at all times of the day and hence it becomes difficult to decide when to go. I did a lot of research and have tried to sum up all the information here.

The best times to visit these places are as follows :
  • Eiffel Tower : People everywhere recommend that you definitely take a trip to Eiffel Tower twice. Once in daylight and the second in the night.There is so much to see that you will need to go twice. Mornings and afternoons are a good time to have a clear view of the surroundings and view the place in light. In the evening, the tower looks even more beautiful in the shimmer of lights and the night views from the tower are spectacular. There are three levels of observatories. The entry fee increases as you go higher.
  • Arc de Triumph : If you think you had enough of heights on the Eiffel Tower, you can skip climbing up this place and can have a casual trip at anytime of the day. If you are sure you want to see it, then make sure you visit this place on a sunny day to get nice photographs. Mornings are a good time to visit this place. Some people visit twice but you can visit at dusk to experience the beauty of both the times. Watching the sunset here is a true delight.
  • Marais : It is recommended that you do it in the day time as you'll be able to see lots of small shops, art galleries etc. In the night, the place has a very mixed atmosphere and what you will get to see is the gay bars and crowded restaurants.
  • Seine Boat Ride : You can take the boat ride in the afternoons, evenings as well as in the night. If you are couples or a family, it is recommended that you take the boat ride in the night and have dinner on the cruise. A cruise in Paris is an experience of a lifetime.
  • Sacre Coeur : The best time to visit is early mornings and early evenings. If you wish to take good photographs, mornings are best. If you are religious and want to pray, there are daily masses. Here is what I found on Fodor's :
The best time to visit Sacre-Coeur is early morning or early evening, and preferably not on a Sunday, when the crowds are thick. If you're coming to worship, there are daily masses.Photographers angling for the perfect shot of the church should aim for a clear blue-sky day or come at dusk, when the pink sky plays nicely with the lights of the basilica.
  • Montparnasse Tower : This is again something which has its own charm at all times of the day. You can visit in the the daylight or in the night. People who have been there recommend that you go in the day and witness the awesome panoramic views of Paris. On a clear day, you can view till 25 miles or more. The observatory is on the 56th floor and there is also a 360 degree cafe where you can sit with a glass of champagne and munch on some snacks. You can read more here.
  • Montmartre : As they say, the best way to explore Paris is on foot so the best time is early mornings or afternoons so that you enough time to explore the place while you walk. 
  • Latin Quarter : The best time to visit these crooked romantic streets of Latin Quarter is early afternoons or after having your lunch. I found an interesting write up on what you should do when you visit the Latin Quarter.
